We coordinate directly with PECO once the leak is fixed and pressure-tested.

Yes. All gas line work in Chester County requires a permit and inspection per Pennsylvania UCC. Each township handles permits slightly differently – West Chester Borough, West Whiteland, East Goshen, Tredyffrin, and the City of Coatesville each have their own process.
